Sweden: Child Protection in Emergencies Advisor

The CPiE Advisor is responsible for setting strategic direction for Plan International Sweden’s CPiE work in line with the global strategy, and providing guidance and technical support to Plan International Sweden supported child protection programs in emergency settings.

The CPiE Advisor will also provide hands-on support to Plan International’s CPiE specialists in country to develop, position and implement the CPiE programs in ongoing emergency responses, protracted crisis and conflict settings. The role includes field work though both deployments and capacity building missions to Plan International Country Office with about 50% travel per year.

S/He will contribute to external coordination efforts and initiatives to develop Plan International's leadership and profile globally. S/He will also collaborate with key staff in other thematic areas, and work with the Business Development and Program Management staff to develop strategies and proposals for the country programs.

This position is based in Stockholm preferably (other Plan International offices could be discussed with the right candidate) with up to 50% international travel.

Key Responsibilities and End Results

GLOBAL POLICY AND PROGRAMMATIC WORK:

• Strengthen Plan International’s global CPiE programming – increase needs-based, quality child protection interventions for girls and boys across all humanitarian settings.
• Contribute to developing thought leadership of Plan International in child protection as part of the CP Area of Global Distinctiveness Technical Network, in collaboration with colleagues in the global federation.
• In collaboration with Program Managers, oversee the quality of design and program implementation of Plan International Sweden-supported projects.
• Provide technical support and guidance on global initiatives related to CPiE, and collaborate closely with internal and external technical advisors and development colleagues.
• Actively lead broader organizational strategic planning processes in relation to CPiE and the link to our development work.

REPRESENTATION AND ADVOCACY:

• Represent Plan International at key technical, coordination and donor meetings, both in Stockholm and globally, including at the Alliance for Child Protection in Humanitarian Action.
• Work in close relationship with other INGOs, UN agencies, government, local professionals, universities, and other agencies to develop the area of Child Protection in Emergencies.
• Support liaison between Plan International Sweden and the Plan International Federation, as well as other relevant stakeholders, local, national and international partners, local and provincial authorities.

TECHNICAL OVERSIGHT AND SUPPORT:

• Build the portfolio and provide technical oversight and support on all programming related to CPiE.
• Provide capacity building support to staff members from country offices and other Plan International offices on CPiE priority areas including psychosocial support, case management, children in armed conflict and child labour in emergencies.
• Conduct deployments to emergency responses to support Country Offices to develop, set-up and successfully manage CPiE programs. While deployed in Country Offices, tasks include but are not limited to:
  • Conduct needs assessments and develop CPiE response strategies;
  • Mobilise resources for CPiE response programmes in line with needs and priorities in the specific context;
  • Supervise and provide ongoing support, capacity development and mentoring to the country office and partner staff.
  • When required, support the recruitment of new program staff, consultants or other external support, in coordination with human resources;
  • Oversee the quality and timely implementation of the overall CPiE response and that programmatic objectives are reached;
  • Collaborate and coordinate with existing government structures and local authorities to implement priority CPiE interventions;
  • Identify and work with suitable local partner organizations and institutions to deliver quality CPiE response programmes.

REQUIREMENTS:

• Master degree in Social Sciences, Humanities or other related degree.
• Minimum of five years of progressively responsible experience of working in the field of Child Protection in Emergencies including in refugee, rapid onset and/or conflict settings. Field work experience is a requirement.
• Excellent interpersonal skills, positive and professional attitude, ability to lead and work well in a culturally diverse team setting and with multiple partners. Strengths include listening, empathy, flexibility, and creativity.
• Demonstrated experience in proposal writing and resource mobilization.
• Previous experience in gender mainstreaming and how to develop wider programs that are gender aware.
• Demonstrated coordination, networking and relationship building skills with key partners including government, donors, INGOs, national and local organizations, and UN agencies.
• Demonstrated experience in successfully leading, building and strengthening a program team in a dynamic, challenging and changing context.
• Demonstrated experience in providing hands-on capacity building support to a variety of audiences.
• Excellent track-record in programming in key technical areas; community-based psychosocial support, child labour in emergencies, gender-based violence, psychosocial support, community-based child protection, girl empowerment programmes, case management, leadership and coordination, and humanitarian advocacy.
• Excellent written and oral English skills. Swedish, French or Arabic considered a major advantage.
• Excellent computer skills in programs such as: MS Word, Excel, Powerpoint.
• Willingness to travel extensively, including to high security contexts.

PRACTICALITIES:

This position is a permanent contract and the preferred candidate will be based in Stockholm with extensive travels. Having a valid work permit for Sweden is required. Starting date is August/September 2018.
