The ASRHR and GBV in Emergencies Advisor is responsible for providing overall leadership, guidance, coordination and technical support to Plan Internationals Adolescent Sexual and Reproductive Health and Rights (ASRHR) and Gender Based Violence (GBV) in emergency settings. This area of work is being developed in the organisation and the role will be part of developing an approach and scope for the future.

More specifically, the Advisor will provide technical support to develop, position and implement the ASRHR in emergencies programs in ongoing emergency responses, protracted crisis and conflict settings. The role also includes field work though both deployments and capacity building missions to Plan International Country Office with 50% travel per year. S/He will contribute to external coordination efforts and initiatives to develop Plan International's leadership and profile globally. S/He will also collaborate with key staff in other thematic areas, and work with the Business Development and Program Management staff to develop strategies and proposals for the country programs.

The position is a fixed term contract for 1 year, with the possibility of extension depending on funding. This position is based in Stockholm preferably (other Plan International offices could be discussed with the right candidate) with up to 50% international travel. You will work be a part of our Program Department and you will be reporting to Head of the Disaster Risk Management Unit at Plan International Sweden/Head of the Nordic DRM Team (Reports to the Emergency Response Manager when deployed). Having a valid work permit for Sweden is required

Key Responsibilities and End Results:

GLOBAL POLICY AND PROGRAMMATIC WORK:

  • Strengthen Plan Internationals of Adolescent Girls’ programming – increase meaningful interventions for adolescent girls across all sites.
  • Be part of developing this sector within the organization as an Area of Global Distinctiveness together with colleagues in the global federation.
  • In collaboration with Program Managers, oversee the quality of design and program implementation.
  • Provide technical support and guidance on global initiatives related to ASRHR in Emergencies, and collaborate closely with other technical advisors and development colleagues.
  • Actively lead broader strategic planning processes in relation to ASRHR in Emergencies.

REPRESENTATION AND ADVOCACY:

  • Represent Plan International at key coordination and government meetings, both in Stockholm and globally.
  • Work in close relationship with other INGOs, UN Agencies, government, local professionals, universities, and other agencies to develop the area of ASRHR in Emergencies.
  • Support liaison between Plan International Sweden and the Plan International Federation, as well as other relevant stakeholders, local, national and international partners, local and provincial authorities.

TECHNICAL OVERSIGHT AND SUPPORT:

  • Build the portfolio and provide technical oversight and support on all programming related to ASRHR in emergencies.
  • Provide training and capacity building in on for example gender in emergencies, ASRHR, case management and psychosocial support, etc.
  • Conduct deployment to emergency responses to support Country Offices to develop, set-up and successfully manage ASRHR and/or GBV programs. While deployed in Country Offices, tasks include but are not limited to:
    • Conduct assessments and fundraise for gender/GBV/ASRHR in emergencies dependent upon needs and priorities in the specific context;
    • Supervise and provide ongoing support, capacity development and mentoring to the CO and partner staff. When required, support on the recruitment of new program staff, consultants or other external support, in coordination with HR;
    • Oversee strategic projects (determined by the country program) to ensure proper implementation and outputs are met, according to donor needs;
    • Collaborate with existing government structures and local authorities organizing GBV and/or ASRHR activities dependent upon context;
    • Identify or work with suitable local partner organizations and institutions for joint work.

Skills & Requirements

  • Higher degree in health (MPH), social science, humanities or other related degree.
  • At least five years of experience of working on gender in emergencies, GBV and ASRHR or related. Field work experience is a requirement.
  • Excellent interpersonal skills, positive and professional attitude, ability to lead and work well in a culturally diverse team setting and with multiple partners. Strengths in listening, empathy, flexibility, and creativity.
  • Demonstrated experience in grant management and proposal writing.
  • Previous experience in gender mainstreaming and how to develop wider programs that are gender aware.
  • Demonstrated coordination, networking and relationship building skills with key partners including government, donors, INGOs, national and local organizations, and UN agencies.
  • Demonstrated experience in successfully leading, building and strengthening a program team in a dynamic, challenging and changing context.
  • Demonstrated experience in facilitating practical workshops and educating others on issues such as; ASRHR, violence against women and girls, masculinities, psychosocial support, adolescent girls protection and empowerment, leadership and advocacy.
  • Excellent written and oral English skills. Swedish, French or Arabic considered a major benefit.
  • Excellent computer skills in programs such as: MS Word, Excel, Powerpoint.
  • Willingness to travel extensively, sometimes in areas of minimal to moderate insecurity.
