non-governmental partners. IOM is dedicated to promoting humane and orderly migration for the benefit of all. It does so by providing services and advice to governments and migrants.

Context:

Under the overall supervision of the Regional Director and the direct supervision of the Western Hemisphere Regional Migration Capacity-Building Program Coordinator in Costa Rica, the successful candidate will be responsible for the coordination and monitoring of the Western Hemisphere Program Activities in the Caribbean.

The Western Hemisphere Regional Migration Program, financed by the Bureau for Population, Refugees and Migration (PRM) of the Department of State of the United States, seeks to advocate for the adoption by governments in Central America, Mexico and the Caribbean, of well-managed, regular forms of migration that concurrently reduce flows of irregular migration and vulnerabilities of migrants in transit, while countering the efforts of human traffickers and migrant smugglers.

In the Caribbean, responding to countries’ expressed interests, IOM has initiated a migration governance needs assessment of ten Caribbean countries, supported the consolidation of the Caribbean Migration Consultations, as well as the establishment of an online collaborative space (Caribbean Platform for Migration Governance), and thematic networks of priority areas identified by participating states. The Program will focus on fostering regional dialogue between IOM, UN agencies, national governments, and donor on areas of cooperation in migration

governance, in line with international best practices in migration management.

Core Functions / Responsibilities:

  1. Monitor effective implementation and overall management of the activities of the Western Hemisphere Program in the Caribbean, in coordination with the Program Coordinator, IOM missions in the region and Regional Office, by tracking and following up on the technical, administrative and financial aspects.

  2. Supervise project support staff and monitor the work of consultants recruited to support and/or undertake specific activities.

  3. Monitor project progress, specifically aiming at documenting and evaluating results as well as increasing effectiveness and recommend appropriate action.

  4. Evaluate projects’ compliance with the objectives set in project documents and budgets, M&E frameworks and work plans, and facilitate compliance with donors’ contractual requirements and expectations.

  5. Monitor the provision of inputs for processing, endorsement and submission of project proposals, donor reports, partner agreements (Service Agreements, MoUs, LoAs and other types of contracts) and any other relevant documents, in line with specific internal requirements and procedures.

  6. In close coordination with the Program Coordinator, contribute to the design and development of new programs, projects and activities on migration governance in close coordination with the relevant donors, government counterparts, public and private institutions, and project partners, in compliance with donor requirements.

  7. In close coordination with the Program Coordinator, participate in donor meetings, briefings, conferences, UN meetings and liaise with donors, governmental partners, project partners, think tanks policy centers on migration governance’s matters in the Caribbean.

  8. Contribute to the collection, study, and sharing of relevant information/data on migration governance and thematic networks in the Caribbean, for dissemination to colleagues and relevant stakeholders.

  9. Provide qualitative inputs and guidance to Member States for the design and implementation of annual action plans of the Caribbean Migration Conference and its thematic networks.

  10. Brief the Program Coordinator on a regular basis; inform on program matters and on national and regional current affairs that may have an impact on the work of IOM.

  11. Organize and support capacity building and training activities in the field of migration governance for government officials and other stakeholders through workshops and seminars.

  12. Oversee implementation of the Caribbean Information Platform for Migration Governance

(CIPMG) and encourage its use for strengthening national and regional migration policies.

Required Qualifications and Experience:

Education

• Master’s degree in Development, Political or Social Sciences, Law or a related field from an accredited academic institution with two years of relevant professional experience; or

• University degree in the above fields with four years of relevant professional experience.

Experience

• Experience in liaising with government counterparts at high level, UN agencies and/or non-governmental organizations;

• Knowledge of migration governance issues at the international and regional levels;

• Experience working in the development and humanitarian fields;

• Experience in regional project development and implementation;

• Experience in labour migration is an advantage;

• Understanding and experience of working with international human rights instruments and migration governance, tools and standards with the adaptation and implementation of the same in developing countries;

• Excellent writing and organizational skills.

Languages

Fluency in English and Spanish is required. Working knowledge of French is an advantage.

Other:

Internationally recruited professional staff are required to be mobile.
