Scientific Communications Manager (Mobile Data) 12 month contract

The Role

The Knowledge Centre is an online repository of information that comprehensively covers analysis methods and use cases for mobile operator data for the humanitarian and development sectors.

The purpose of the Knowledge Centre is to:

  • Contribute towards making mobile operator data analysis more transparent and accessible to parties in the humanitarian and development sectors
  • Contribute to accelerating the progress of the development and standardisation of quality-assured analysis methods for mobile operator data, through building a community of collaboration and knowledge-sharing
  • Increase the uptake of mobile operator data as a trusted data source for addressing humanitarian and development use cases

The types of information that will be provided on the Knowledge Centre include:

  • Methods and best practices for the analysis of mobile phone usage data in LMICs drawn from the fields of signal processing (e.g. time series analysis, trajectory reconstruction and clustering), statistical modelling and spatial statistics, survey statistics, data integration, and graph analysis
  • Tutorials and guidelines to understand privacy-conscious aggregated data derived from mobile operator data, and to use them in analyses of mobility
  • Use case workflows pertaining to different application fields (e.g. infectious disease epidemiology, disaster management and internal displacements, poverty mapping, gender and intersectionality studies)
  • Training resources such as background on mobile operator data, Python programming, QGIS, and practice exercises with simulated mobility data
  • Resources on principles of data governance and legal and technical security requirements for work with mobile operator data

One of the primary objectives of the Knowledge Centre, which is to increase the amount of quality-assured research, technical information, and tools relevant to mobile phone data analysis that have been made freely open and accessible. This role will have overall responsibility for development and implementation of the Knowledge Centre, ensuring that relevant knowledge and resource materials are synthesised, curated and uploaded, and that best practices are recommended to end users of the Knowledge Centre.

The role will work closely with and will be supported by other data scientists, engineers and training staff at Flowminder. The Scientific Communications Manager will have a particular interest in communicating and translating scientific knowledge into practical resources for use by a wide range of audiences, in formats that suit the information and learning needs of those audiences.

About You

To be considered as the Scientific Communications Manager, you will need:

  • A PhD in applied research in a quantitative discipline. Fields of expertise may include data analysis, mathematics, statistics, machine learning, data mining, pattern recognition, signal processing, image processing, and areas of application could be for example humanitarian and development sectors, public health, medicine, ecology, econometrics, or physics
  • Strong track-record in producing and publishing scientific, and high visibility written materials
  • Knowledge and experience of project management practices
  • Experience of budget management
  • Knowledge of data analysis for evidence-based decision-making in Low and Middle Income Countries
  • Knowledge of survey statistics
  • Knowledge of data governance
  • Experience of time series analyses, statistical modelling, analysing ‘real world’ data (field-collected data, noisy data, sparse data, data given in variable inconsistent formats)
  • Experience of computer programming / coding
  • Experience of creating scientific content and communications, ideally for online learning or communities of practice
  • Experience of undertaking research or enquiry, ideally in the subjects of big data; population movement, mobility and migration; and/or mobile network operator / mobile phone data
  • Experience of writing for a variety of audiences
  • Experience of using well-designed search terms to retrieve relevant data and publications online
  • Basic skills in creating and running video conferencing software (MS Teams, Zoom, Google Meets)
