Context:

In the context of complex regional migration dynamics, the new United Nations Development System (UNDS) as well as its role as the Coordinator of the UN Network on Migration (UNNM), and in line with its Regional Strategy 2020-2024, IOM seeks to deepen its engagement with the United Nations in Central America, North America and the Caribbean to effectively work in partnership with a wide and diverse range of stakeholders to maximize migration for sustainable development, protect and assist migrants, and ensure no one is left behind.

Under the overall supervision of the IOM Regional Director for Central America, North America and the Caribbean, and the direct supervision of the Senior Regional Liaison and Policy Officer, the Regional Liaison and Policy Officer maintains regular contact with international, governmental, and non-governmental partners and contributes to regular national and regional policy dialogue and policy development in Central America, North America, and the Caribbean with a particular emphasis on two main themes: the Global Compact for Safe, Orderly and Regular Migration (GCM), and UNDS Reform.

Core Functions / Responsibilities:

  1. Maintain regular liaison with international, governmental and non-governmental partners, and advise the IOM Country Offices on partner and donor priorities, preferences and regional synergies in the field of migration.

  2. Identify key migration policy issues in the region, advise and ensure information exchange and synergies between Country Offices on national and regional trends, policies and legislative frameworks relevant to migration in close collaboration with the Regional Thematic Specialists (RTS).

  3. Support the development of national and regional migration policies in close collaboration with the RTSs, concerned Country Offices and relevant Headquarters (HQs) divisions.

  4. Contribute to regional policy dialogue and the exchange of best practices through expert meetings and preparation of policy briefs with the RTS.

  5. Ensure appropriate coordination and information sharing within the region and between the region and relevant Departments at HQs.

  6. Support regional strategic planning exercises, and provide support for country level strategic planning, as required and in collaboration with the RTSs.

  7. Collaborate, together with the Regional Monitoring and Evaluations Officer, in the implementation of IOM’s Results Based Management implementation processes, notably country-strategies.

  8. Organize mapping of national and regional needs and priorities to identify opportunities, priorities, and gaps.

  9. Organize trainings for Core Working Groups 2.1 and 2.2 of the UN Network on Migration in accordance with national needs and priorities.

  10. Support the establishment and strengthening of country-level UN Migration Networks.

  11. Lead the follow-up to the GCM Regional Review and run-up to the International Migration Review Forum.

  12. Support countries in the region, including Champion Countries, in the implementation of the GCM.

  13. Support the development and review of UN programming/strategic documents (Common Country Analysis, and UN Sustainable Development Cooperation Frameworks) with focus on the inclusion of migration as an important factor affecting and as an accelerator of development.

  14. Support the implementation of the workplan of the IBC on Human Mobility, co-led by IOM, the Economic Commission for Latin America and the Caribbean, the UN High Commissioner for Refugees, and the United Nations International Children's Emergency Fund.

  15. Facilitate systematic coordination and engagement with civil society and other stakeholders within the framework of the GCM.

  16. Any other duties that may be assigned by the Regional Director and/or the Senior Regional Liaison and Policy Officer.

Required Qualifications and Experience:

Education

• Master’s degree in Political or Social Science, Business Administration, International Relations, Law or a related field from an accredited academic institution with five years of relevant professional experience; or

• University degree in the above fields with seven years of relevant professional experience.

Experience

• Experience in the field of project development and management in at least two IOM thematic areas and at least two distinct regions;

• Experience in coordinating with managing various programme units and ability to establish and maintain working relations with government counterparts, UN agencies, and other stakeholders;

• Experience with strategic planning;

• Field experience in the Migration or Development fields.

Languages

IOM’s official languages are English, French, and Spanish.

External applicants for all positions in the Professional category are required to be proficient in English and have at least a working knowledge of one additional UN Language (French, Spanish, Arabic, Russian or Chinese).

For all applicants, fluency in English and Spanish is required (oral and written). Working knowledge of French is an advantage.

Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.
